UKT 140605: Mon-Myan {wa.}, similar to Bur-Myan counterpart, is a true labial. In Skt-Dev, it has become व «va» - a palato-dental. It is said, before Panini there are no palato-labials. Asokan {wa.} is also a rounded-circle but with a vertical line on top:
